Background

In semi-arid regions, village water security rests on shallow aquifers and seasonal rains. Decades of well deepening, pump proliferation and land degradation have pushed water tables down while rainfall grows more erratic, so wells fail for months each year.

Observable evidence

  • Alwar district, Rajasthan: by the 1980s, before restoration work began, most traditional water bodies were derelict, wells were failing and seasonal rivers like the Arvari had stopped flowing for decades, driving out-migration (documented in the Sida evaluation of Tarun Bharat Sangh's work, 2003).
  • Brazilian Semiarido: about a million rural families historically faced an eight-month dry season with no safe household water source before the cisterns program, with drought-emergency trucking as the default response.
  • Kitui County, Kenya: households in dry months walk long distances to fetch water from ephemeral riverbeds; studies of the county's sand dams measure water-fetch times and dry-season availability as the binding constraints.
  • Maharashtra: repeated droughts in Marathwada and Vidarbha leave thousands of villages on tanker supply in bad years.

Who is affected
