Mechanism

One standardized 16,000 litre roof-catchment cistern per family: rain falling on the roof is guided into a covered concrete-plate tank next to the house. The cistern is built by locally trained masons with the family's own labor, which cuts cost, builds local trade skills and anchors ownership. Delivery runs through a large civil-society network rather than a state contractor, with federal funding paying for materials and training. Sized correctly, the stored water covers a family's drinking and cooking needs through an 8-month dry season.

Where it fits

Semi-arid regions with a real rainy season but long dry seasons, dispersed rural settlement where network extension is uneconomic, and an existing fabric of community organizations able to reach every municipality. The model treats water access as a household asset plus a social mobilization process, not a utility connection.

Evidence

The reference implementation is Brazil's P1MC in the Semiarido, with over 1.1 million cisterns built and peer-reviewed health evaluations showing large reductions in diarrhea risk and Giardia prevalence in children, plus improved food security. The model won the UNEP Future Policy Gold Award in 2017.

Implementation path

  • Standardize one cistern design so training, costing and quality control scale.
  • Train local masons in each territory; require family labor in construction.
  • Contract delivery to a federated civil-society network with local presence.
  • Secure multi-year federal funding, since construction pace tracks the federal budget line almost one to one.

Trade-offs

The great fragility is fiscal dependence: when federal budgets are cut, construction collapses, as Brazil demonstrated when annual output fell from about 149,000 cisterns to under 6,000. Household cisterns cover drinking and cooking, not productive or livestock water, which need complementary programs. Roof quality and first-rain hygiene practices matter for water quality, which is why the social training component is part of the technology.
