Supply-side recharge (check dams, trenches, ponds, desilting) raises local water availability, and farmers respond rationally: more wells, more pumping, more water-intensive crops. Without demand-side rules, the recharge is captured by expanded extraction and the water table ends up no higher, sometimes leaving downstream users worse off.
This is the central design flaw that separates celebrated watershed successes from expensive failures. Any recharge program that does not pair structures with extraction governance risks financing its own defeat.
Crop-choice and well-spacing norms with real enforcement, metering or community monitoring of extraction, and evaluation designs that measure net water-table change and downstream effects, not structures built.
