Wildfire risk crosses public, private, communal and Indigenous lands. Different objectives, resources, legal duties and planning cycles can prevent neighboring owners from maintaining a coherent landscape treatment or access network.
The result is not simply insufficient activity. It is activity that is spatially fragmented or temporary relative to the scale and duration of risk.
