Mechanism

Small single-source communes fail in drought because one well or spring is their entire supply. This approach removes the single point of failure through three complementary works, done before crisis rather than during it:

  1. Physical interconnection: pipes linking a commune's network to neighboring networks, so water can be wheeled in when the local source fails.
  2. Leak repair on rural distribution networks: some rural systems lose over half the water they produce, making loss reduction often the cheapest new water available.
  3. Pre-identified backup resources: alternative wells, boreholes, or agricultural sources that are surveyed, tested, and permitted in advance — not improvised mid-emergency.

Where it fits

Small communes (hundreds to a few thousand residents) on a single groundwater or spring source in regions where drought regularly pushes sources below pumping levels. In France, summer 2022 saw more than 100 communes trucking water and over 1,000 taking exceptional measures (IGEDD/CGAAER retour d'expérience 2023).

Evidence

The Pyrénées-Orientales crisis of April 2023 — four villages banned from drinking tap water when a shared well fell to 30 cm above the pump — showed that behavior change cannot fix a source that has physically run dry. The durable fixes identified were interconnection and leak repair. National reviews of the 2022 drought reached the same conclusion; structural funding now flows through Plan Eau (leaks, interconnection, sobriety per basin).

Implementation path

  • Map single-source communes and rank by source vulnerability.
  • Survey and permit backup resources in advance.
  • Program interconnection works with neighboring networks or syndicates.
  • Fund leak detection and pipe renewal on the worst rural segments.
  • In France, financing runs through the agences de l'eau and the départements.

Trade-offs

Costs fall on the smallest municipal budgets — exactly why at-risk communes have not already acted. In practice, syndicates and intercommunalités pool the engineering capacity and borrowing power a village of a few hundred residents lacks. Interconnection also only helps if the neighboring network has surplus; in a regional drought, linked networks can be stressed simultaneously, which is why leak repair and backup sources belong in the same package.
