Small single-source communes fail in drought because one well or spring is their entire supply. This approach removes the single point of failure through three complementary works, done before crisis rather than during it:
Small communes (hundreds to a few thousand residents) on a single groundwater or spring source in regions where drought regularly pushes sources below pumping levels. In France, summer 2022 saw more than 100 communes trucking water and over 1,000 taking exceptional measures (IGEDD/CGAAER retour d'expérience 2023).
The Pyrénées-Orientales crisis of April 2023 — four villages banned from drinking tap water when a shared well fell to 30 cm above the pump — showed that behavior change cannot fix a source that has physically run dry. The durable fixes identified were interconnection and leak repair. National reviews of the 2022 drought reached the same conclusion; structural funding now flows through Plan Eau (leaks, interconnection, sobriety per basin).
Costs fall on the smallest municipal budgets — exactly why at-risk communes have not already acted. In practice, syndicates and intercommunalités pool the engineering capacity and borrowing power a village of a few hundred residents lacks. Interconnection also only helps if the neighboring network has surplus; in a regional drought, linked networks can be stressed simultaneously, which is why leak repair and backup sources belong in the same package.
