The problem

Non-revenue water (leaks, bursts, illegal connections, metering failures) plus deferred pipe renewal can collapse supply reliability without any hydrological drought. This failure mode is slower than a drought crisis but harder to reverse, because the deficit is embedded in thousands of kilometres of aging assets and in utility finances.

Observed evidence

  • Johannesburg: non-revenue water ~44.8%, roughly R10 billion per year lost to leaks (Moneyweb), a multi-billion-rand renewal backlog, outages lasting days to weeks, and a national emergency intervention approved in February 2026. Wealthy households exit via boreholes and tanks while poor areas endure dry taps.
  • Mexico City: network losses ~40% compound the Cutzamala drought deficit; rationing without leak repair only redistributes scarcity.
  • Contrast case: Singapore holds non-revenue water near 5%, showing the technical frontier.

Why it matters

Loss reduction is usually the cheapest new water available to a stressed city — far cheaper per cubic metre than new supply. A city that ignores its network can build desalination or reuse plants and still run dry at the tap.

What a resolution needs

Sustained asset-management funding, credible utility governance insulated from political churn, pressure management and district metering, and financing models that let utilities reinvest rather than defer.
