A standardized roof rainwater-harvesting kit: gutters feed a first-flush separator that discards the dirtiest initial runoff, then a cistern stores water for household use, with filters for higher-grade uses. The kit is engineered for the roofs and space constraints of informal and self-built housing. The city subsidizes the hardware; NGOs and trained local installers deliver installation together with user training, so households can operate and maintain the system themselves.
Water-poor neighborhoods at the edge of or beyond reliable network service, in climates with a usable rainy season. In suitable climates a system covers roughly 5-8 months per year of non-potable and filtered use, cutting dependence on intermittent taps and expensive tankers. It is the fastest household-scale route to resilience because it requires no network extension.
Mexico City is the flagship. The Isla Urbana kit, refined over years of neighborhood-level design work, has been installed about 45,000 times by the NGO itself (roughly 6.6bn litres per year harvested). The city's Cosecha de Lluvia program scaled the same kit with public subsidy: about 62,700 systems installed 2019-2023 for roughly US$70M (about US$1,100 per system), targeted at water-poor southern and eastern boroughs. Evaluations report around 20% reduction in time and money spent acquiring water, and 65% of direct beneficiaries are women. The program survived the 2024 administration change, a marker of institutional durability.
