This is the Cape Town Day Zero playbook: treat transparency itself as a demand-management technology. The core components work together:

  • Real-time public data. A daily or weekly dashboard showing reservoir levels, current demand and the projected shortfall date. Residents can verify the crisis is real and see collective progress.
  • Escalating restriction levels. A pre-published ladder of stages (watering bans, per-person daily caps) tied to objective reservoir triggers, so tightening feels rule-based rather than arbitrary.
  • Escalating block tariffs. Steeply rising prices per unit as household use climbs, making high consumption expensive while keeping a basic allowance affordable.
  • Network pressure management. Reducing distribution pressure cuts leakage and passive consumption without requiring behavior change. In Cape Town this alone saved roughly 10 percent of demand.
