Description

Governments, foundations and product-development partnerships should fund discovery, preclinical work and clinical development against clearly defined priority pathogens and target product profiles. Payments should be tied to technical milestones, independent review and transparent portfolio decisions.

Funding agreements should include affordable access, responsible manufacturing, stewardship, publication of results and continuity plans if a developer fails. Push funding reduces early scientific risk but does not by itself solve post-approval revenue or global delivery.
