Finance national AMR plans with measurable targets and public reporting

Governments should cost priority actions, assign accountable institutions, integrate AMR into routine health, agriculture, environment and development budgets, and publish progress against measurable baselines. International finance should provide catalytic and long-term support where domestic resources are insufficient.

Plans should prioritize implementation capacity rather than document production. Targets must cover access as well as conservation, distinguish outputs from health outcomes, and include independent evaluation and corrective action when milestones are missed.
