Governments, procurers, manufacturers and global-health partners should identify priority treatment gaps, register needed products, pool or coordinate procurement, forecast demand, maintain quality-assured supply and provide appropriate formulations, including paediatric products. Access to Reserve antibiotics should be paired with diagnostics and stewardship rather than blocked by price or absent registration.

This intervention must balance access and conservation, reducing shortages, falsified or substandard products, and delays in effective treatment while preventing promotional overuse and non-prescription distribution.
