Finance recovery across the time needed to control threats, establish capacity, and measure population response. Funding agreements should support recurring management and monitoring, define biological and social outcomes, allow justified adaptation, and report failures without penalizing honest learning.
Maintain an explicit needs register for skills such as veterinary care, genetics, hydrology, biosecurity, community facilitation, enforcement, engineering, and data analysis. Global Biodiversity Framework Target 19 addresses resource mobilization; Target 20 addresses capacity-building, technology transfer, and scientific cooperation.
Milestones should avoid rewarding only visible short-term outputs. Long-term maintenance, local leadership, and outcome verification must be funded as core work.
