Settlement growth extends into landscapes where fire is likely and where roads, water, terrain or response time constrain safe evacuation and defense. Each new development can add ignition sources, people requiring evacuation and structures that transmit fire.
This issue concerns the location and layout of development before construction. Existing building vulnerability is treated separately.
