Description

Under extreme weather and fuel conditions, fire behavior can exceed the safe or effective operating limits of suppression resources. Multiple incidents can also compete for the same crews, aircraft, communications, roads and water supplies.

This capacity gap affects both communities and responders. Attempting direct attack under uncontrollable conditions creates entrapment risk, while delayed or unclear triage can leave the most defensible priorities without resources.

This issue covers sustained operational capacity after dispatch. It does not imply that every fire should or can be suppressed.
