Mechanism

The city funds free portable heat-pump or air-conditioning units for residents at highest heat risk: low-income households, people aged 60 and over, people with qualifying medical conditions, and people living alone. The distinctive design choice is the delivery channel: instead of a city application portal, the program works through community distribution partners (housing providers, community-based organizations) that:

  • identify eligible recipients through their existing relationships, including people who would never apply to a city program,
  • deliver and install the unit,
  • educate the household on safe and affordable use.

This turns cooling hardware into a last-mile service and reaches isolated residents the market and the application form both miss.

Where it fits

City scale. Designed for climates where homes historically lacked air conditioning and heat events are now lethal indoors, and for populations that die at home: older people living alone. It is the in-home complement to shelters and outreach, protecting people who cannot or will not travel during heat peaks.

Evidence

Portland, Oregon created Cooling Portland after the June 2021 heat dome, in which 72 people died in Multnomah County, mostly older people living alone without air conditioning. Funded by the Portland Clean Energy Community Benefits Fund and delivered through community distribution partners, the effort is part of a statewide push that has distributed over 40,000 cooling devices since 2021 counting state programs, with an additional 10.3 million dollars allocated to reach 10,000 more households through 2026. Subsequent heat waves saw far lower death tolls than 2021, though attribution to the units alone is not established.

Implementation path

  1. Secure a dedicated funding stream (Portland used a voter-approved clean-energy fund).
  2. Define eligibility on risk, not paperwork: age, income, medical vulnerability, living alone.
  3. Contract community organizations as distribution partners with funds for identification, delivery, installation and education.
  4. Prefer efficient heat-pump units where possible to limit electricity-cost burdens and grid load.
  5. Track distribution against the risk map and against waitlists, and report annually.

Trade-offs

  • Demand routinely exceeds supply; Portland carries waitlists, and rescinded federal climate grants show the funding-stability risk of leaning on external money.
  • Units raise household electricity bills; without efficient hardware and bill support, some recipients will not run them during peaks.
  • Hardware without the education layer underperforms; the community partner's installation and coaching role is part of the intervention, not overhead.
  • Per-household cost is higher than communication-based measures, so targeting quality determines cost-effectiveness.
