Why this is its own facet
Every other facet manages a legacy that already exists. This one is upstream: deliberate ocean disposal was, for decades, an accepted waste-management strategy. The durable resolution is that no new inventory is ever created — a question of law, norms, and enforcement rather than submersibles or sampling.
