Description

Australia applies bushfire construction requirements under AS 3959 to new buildings in designated bushfire-prone areas. The standard sets construction requirements based on a Bushfire Attack Level (BAL) rating assigned to each site. Coverage is limited to new builds; existing homes require separate retrofit programs to achieve equivalent protection.

Lessons learned

  • Construction standards under AS 3959 reduce vulnerability for new builds but do not protect existing buildings unless dedicated retrofit programs are established and funded separately.
  • A compliant building can still ignite when neighborhood-scale ember exposure or fire intensity exceeds the BAL rating used at design time — site assessment must account for surrounding land use, not just the parcel.
