Description
During the 2019–2020 Black Summer fires, Australian state, territory and Commonwealth emergency services activated cross-jurisdictional and international mutual aid. Despite pre-existing arrangements, the simultaneous, multi-jurisdiction nature of the fires exceeded capacity across many regions, ultimately triggering a national Royal Commission into disaster arrangements.
Lessons learned
- Mutual aid frameworks require a national coordination layer to function when multiple jurisdictions face extreme fire simultaneously — bilateral or regional agreements alone proved insufficient at this scale.
- Assistance arrangements must explicitly pre-negotiate logistics, crew qualification recognition, airspace management and sustained responder welfare support to avoid bottlenecks during deployment.
