Description
Brazil's DETER near-real-time satellite alert system (operated by INPE) is used to target environmental enforcement in the Amazon. Independent evaluation found that coupling DETER monitoring alerts with active enforcement operations reduced deforestation rates, establishing a replicable model for satellite-triggered field enforcement.
Lessons learned
- Satellite alerts only reduce clearing when they are routed to an enforcement body with the legal authority and operational capacity to act on them quickly.
- Monitoring effectiveness must be evaluated in conjunction with enforcement capacity and political continuity — without both, alert systems do not translate to outcomes.
