Chile's SAE emergency alert system issued evacuation messages during the February 2024 Valparaíso fires, but high loss of life prompted the government to commission an external investigation into whether the system provided adequate assistance. The case illustrates that redundant alert transmission is necessary but insufficient: the investigation focused on whether warnings were timely, whether evacuation routes were viable, and whether vulnerable settlements had the capacity to act on alerts.
Lessons learned
- Alert evaluation must assess not only whether messages were transmitted but whether they were timely, actionable, and reachable by vulnerable populations — including those without mobile coverage or in informal settlements.
- System design must integrate evacuation route capacity and settlement vulnerability mapping alongside the alert channel architecture; failure to do so can produce alerts that technically fired but practically failed.
