Description
During the June 2017 Pedrógão Grande fire, evacuation and road-safety arrangements failed to protect residents from a fast-moving fire. People died while attempting to escape on designated routes, exposing critical gaps in how fire behavior, road capacity, and evacuation timing were integrated. This case is a failure of preparedness, warning, route safety, and crisis execution — not evidence that evacuation planning itself is ineffective.
