Prince William County, in the densest data centre market in the USA (Northern Virginia), is updating its noise ordinance to add dBC and octave-band limits alongside dB(A), explicitly because the A-weighted scale fails to capture low-frequency cooling-plant noise. The sequence replicable elsewhere: (1) Commission a baseline acoustic study before drafting — the Lyver study (December 2022) measured 25 receptor locations and modelled full buildout, finding exceedances of 7–16 dB(A) at most receptors, with one receptor 180 feet from a facility projected to rise from 48.6 to 77.2 dB(A). (2) Identify a specific tonal component at a named facility — a 90 Hz tone at the Tanner Way facility was cited in the March 2025 draft. (3) Draft permit conditions with explicit dBC and octave-band limits alongside dB(A); proposed residential limits are 48 dBA day / 43 dBA night. (4) Pair the noise condition with a discretionary approval requirement — Loudoun County (same date, 18 March 2025) eliminated by-right data centre development, requiring special exception approval, which creates the permit hook. Enforcement — whether the county acquires octave-band measurement capability and whether existing facilities can be brought into compliance — remains undemonstrated.
