Description

Prince William County, in the densest data centre market in the USA (Northern Virginia), is updating its noise ordinance to add dBC and octave-band limits alongside dB(A), explicitly because the A-weighted scale fails to capture low-frequency cooling-plant noise. The sequence replicable elsewhere: (1) Commission a baseline acoustic study before drafting — the Lyver study (December 2022) measured 25 receptor locations and modelled full buildout, finding exceedances of 7–16 dB(A) at most receptors, with one receptor 180 feet from a facility projected to rise from 48.6 to 77.2 dB(A). (2) Identify a specific tonal component at a named facility — a 90 Hz tone at the Tanner Way facility was cited in the March 2025 draft.   • Commission the baseline acoustic survey before drafting. Measured receptor data and a named tonal frequency (90 Hz at Tanner Way) turned a general complaint into a specific, defensible ordinance provision.
  • Removing by-right development is the enabling step. Without a discretionary approval there is no permit to attach a noise condition to; Loudoun's zoning change and Prince William's ordinance function as a paired mechanism.
  • Identifying a specific tone at a specific facility is far more persuasive to a legislative body than general statements about low-frequency noise.
  • Octave-band limits require enforcement capacity — equipment and trained staff. A limit that nobody measures is not a limit; budget and staffing for measurement must be resolved at implementation.
