Description
Utah has run a statewide winter cloud seeding program since the 1970s, operated by the Utah Division of Water Resources with contracted seeding operators, and expanded funding substantially in 2023 amid Colorado River shortage anxiety. The program claims 5–15% precipitation increases, but the US GAO review (December 2024/January 2025) found estimated effects of such programs are often statistically indistinguishable from zero given natural precipitation variability. The SNOWIE experiment quantified real but modest event-level snowfall from seeding, which is not the same as a demonstrated drought-scale yield. Nine US states run similar programs. Tennessee banned cloud seeding outright in 2024 amid conspiracy backlash following the Dubai floods. For operational scale comparison, the UAE flew 311 seeding missions in 2023.
