Description
Plan Eau, announced 30 March 2023 after the 2022-23 droughts left hundreds of communes on emergency water measures, set 53 measures, a national target of minus 10% withdrawals by 2030, and 1,000 wastewater-reuse projects by 2027. The three-year bilan (May 2026) is mixed: 77% of measures operational, 1.39bn EUR deployed by the agences de l'eau, 1,214 Aquaprets mobilising 4.3bn EUR for municipal network works. Not delivered: reuse remains around 1% of treated wastewater (Spain is at 8-14%, Israel around 90%), only about 40 reuse projects were directly subsidised against the 1,000-project target, 2026 funding fell 40M EUR short of the pledged 475M EUR/yr, and progressive pricing has stalled, applied only by Grand Lyon since 1 January 2025.
