Description

Kitui County hosts over 1,000 sand dams built since the 1990s across seasonal riverbeds — the world's densest concentration — making it the best-documented test case for sand dam performance at scale. Independent surveys found that 65 percent of 52 surveyed dams (Frontiers in Water 2021) supplied no water in dry periods, and only ~42 percent of 116 dams (Ngugi 2020) met year-round demand. Documented causes were poor hydrogeological siting, siltation, salinity, and above all ownership ambiguity: 96 percent of dams were donor-funded gifts, leaving no institution responsible for maintenance or holding clear water rights after handover. The successful minority cut water-fetch time by approximately one hour, confirming the concept works when siting and governance are sound.

Lessons learned

  • Ownership ambiguity is the top killer: 96 percent of dams were donor-funded gifts, so no institution owned maintenance or water rights after handover — any replication must assign institutional ownership before construction, not after.
  • Hydrogeological siting is decisive; badly sited dams fill with silt or saline water and supply nothing in dry periods — independent siting assessment is a prerequisite, not optional.
  • Density is not performance: the world's largest concentration of sand dams coexists with a 65 percent dry-season failure rate in the surveyed sample — scaling up donor-funded construction without governance structures repeats this failure mode.
