Description

From 2016 to 2019 the Paani Foundation ran the Satyamev Jayate Water Cup: 45-day competitions in which villages raced to build watershed structures (contour trenches, bunds, ponds) through shramdaan (voluntary labor). Participation scaled from 116 villages in 2016 to roughly 4,400 villages by 2019. The foundation claims approximately 55 billion litres of water storage created, but no rigorous statewide independent evaluation exists; local case studies confirm village-scale gains in specific places. A direct cautionary parallel: the Maharashtra state program Jalyukt Shivar applied the same techniques through government contractor delivery at approximately Rs 9,634 crore, and the CAG audit found no significant groundwater improvement. Gamified voluntary mobilization outperformed contractor delivery on cost and community engagement, but durability of structures post-competition and demand rebound from increased recharge remain unresolved for both models.

Lessons learned

  • Aggregate storage claims (approx. 55 billion litres) are promoter data; any replication should build in independent third-party evaluation from the start, as none exists at statewide scale here.
  • The same earthworks delivered by state contractors (Jalyukt Shivar, approx. Rs 9,634 crore) produced no significant groundwater improvement per CAG audit — delivery model and community ownership matter as much as the technique itself.
