Zaragoza's "Water Saving City" program was launched in 1996 by ECODES (Fundacion Ecologia y Desarrollo) with the City of Zaragoza and EU LIFE funding. The program combined mass public awareness campaigns, a catalog of 50 good water practices, school programs, and a public commitment drive that gathered 100,000 household pledges. It was paired with tariff reform — discounts for households cutting consumption by 10% or more and penalties for excess use — and renewal of the distribution network to reduce leaks. Per-capita consumption fell from 180 L/person/day (1980) to 105 (2010) and ~94 (2019). Total city demand fell from 84.7 to 59.9 million m³ between 1995 and 2009 (−29%), despite 12% population growth.
