Description

Southern Nevada is the reference case for demand management run as a permanent institution rather than a crisis response. Since 2002, under pressure from the Colorado River's long-term decline, SNWA has built a standing conservation apparatus around one core insight: in this climate, outdoor turf is the demand worth retiring permanently.

Instruments: turf removal rebates at 3 USD per square foot, which have removed 250 million square feet of turf and saved roughly 203 billion gallons of water; Nevada law AB356 (2021), the first law of its kind in the United States, banning nonfunctional turf from 2027; caps on new pool sizes; water budgets for golf courses; and near-100 percent recycling of indoor water through return-flow credits (indoor water returns to treatment and earns credits against Colorado River withdrawals, so only consumptive outdoor use is truly lost).

Lessons learned

Identify the single demand category worth retiring permanently (here, ornamental turf) and aim rebates, then law, at it for decades.
Codifying gains in state law (AB356 nonfunctional turf ban from 2027) protects them from wet-year complacency and political turnover.
Return-flow credits change the accounting: when indoor use is recycled at near 100 percent, conservation policy can focus almost entirely on consumptive outdoor use.
